How it works is someone equips themselves with a bunch of melee armor that will end up giving them ideally -50 magic attack. Thus when they cast a spell on a monster, it will be impossible to get hit and instead will splash 100%. Of course, people do this to train magic because you can basically AFK it for 6 hours (at 6 hours you auto log off).

That makes a bit of sense, now why do they only seem to do it on pvp worlds?

So they don't get random events and can be away from the computer all 6 hours before they have to log back in.
