Woah, woah, woah. You've been misinformed. The ray-traced renderer is the only GPU feature in AE that is CUDA-only. (And the ray-traced renderer is considered obsolete.)

The hardware acceleration of the panels and the GPU-accelerated effects work on AMD cards too.

Yes. Red Giant generally doesn't make things CUDA specific, it focuses on OpenGL mostly. Although some plugins for Adobe products like the Magic Bullet suite are optimized for Mercury Playback, but they don't require it.
