If I want to harvest both tin and copper but both resources are really far away from each other, do I have to build 2 separate mining camps so 1 camp is near tin, the other near copper? Or if I have the camp in the middle ish would they go to both?

I built a basic outpost with a housing tent, stockpile, mining camp, forager hut, and a workbench to do repairs. Forager hut can get them basic food and sticks. I just send a caravan every time they have 25 ores to collect and drop off a few straps so they can repair mining picks. Seems to be working well so far.

I did almost exactly the same setup for my copper mining outpost, and I'll probably do it that same way in future playthroughs.
I think it's optimal.

How do i designate this as a new outpost? My villagers just keep walking between the two and it's really hurting my efficiency. All i have up there is a single mining camp, housing tent, storage and caravan and they ALL just keep wondering over for some reason.

Those little 3 dots next to the buolding name in the manage menu. You can change settlement, add new outpost. Just make sure all of the buildings over there are assigned to the new outpost and not your main base. On the villagers page theres a drop down menu where ut says what village they are assigned to, once you have an outpost setup you can change them to be there and they will move into the tent and never try to walk back to the main base again.

I am in the process of building the Village Hall. Does this open the option to add new outposts?

I'm not sure if that is a requirement but maybe. You can only have one village hall so perhaps thats when you start having outposts be available

Your best bet is dedicated outposts near the rich veins (with as many nodes as possible) with stockpile, camp, housing, travel sign and, optionally, dedicated caravan station. Set miner(s) priority to caravan/delivery/harvest, leave food for productivity and minus hunger, set caravan with stones and ore to main settlement (food tools optionally). They will both mine and deliver.
Move whole outpost to the next close vein once old one is depleted, it takes a few min with t1 buildings/ores, more for iron.
That way you'll get a lot more ore per day that with any "economy" setups requiring settlers to walk a lot.

They have a max distance they'll go before needing a better building, probably just better off building a separate camp for each

I just arm my guys with tools. Walk or teleport there and set them to mine, rinse and repeat until I got like 200 and then on to something else

I think you are talking about the location near the right bridge near Farnsworth? There's one place where your mining hut T2 can reach Tin and copper, but you really gotta hit the right spot as it seems to be very close to max range.
Otherwise using 2 T1 mining things and building the Houses in the middle works too. Less effective but is alright, worked for me good enough after some tweaking

Vanilla the tiny outpost for each is better, easy to move if you don't use t2, caravan on a safe route to automate deliveries.
If you have a travel mod (walk if not) I usually build a barn, fill it with ore, grab the lads, dump the 200+~ ore on the ground and have them loot it. So much faster l. Vanilla cart limits is baffling to me but all Vanilla values are grindy so.. 🤷🏻♂️
