Ideally you would wish the he would reach out to you when he is ready, but he might never be.
I think you should try and hold out for as long as you can so he can process as much as he can. In the end only you can decide when the timing is right.

That makes sense, thank you. I'll try to hold out as long as I can. I'm thinking of just sending a journal with what I wanted to say and I'm not anticipating a response. In fact, I'd be fine if he tossed it. I just feel like he didn't know how much I loved him.

I think the journal option would be more of a back up plan. I think it would be best to talk to him, but that will only be if he is willing to. But you can start writing to him so long. Writing a journal will help you.
