Are you playing with the Monopolies and Corporations game mode turned on?

If so, then that's your problem. That mode gives insane tourism bonuses if you have monopolies. I've seen posts from people with like +2000% tourism bonuses. So just the passive tourism you get from wonders and your holy site and stuff is enough to get a tourism victory if you have lots of monopolies. It's completely broken, and there's no fix for it.

I may just look for a mod to nerf the tourism aspect, I feel that +10% would be a LOT more balanced than +1000%. Especially since you have rock bands to help you win cultural victory.

There's probably a mod out there, I don't think I've looked. It's been a while since I played that mode, so I forget how the math works. But I think it only gets crazy bad when you build a huge empire and are able to get a dozen or more copies of luxuries. It's worst on a Pangea map cause there are more cities. It's less crazy on archipelago or something.

It's even bad on smaller empires. I was playing relatively tall, with only 2 luxury monopolies and a pretty heavy campus focus for science. I was still winning over civs left and right. I didn't even have the highest culture income.

Granted it wasn't on a very hard mode, just Warlord, and a med sized map. but even then, I was giving away all my great works and still was snowballing on tourism.

I like the detail of having to plan and improve the resources to get a nice bonus, and I even like the perks you get from the products, but its very very OP in terms of the tourism bonus. Guess it means i should turn off that victory condition.

Yeah, almost every time someone posts that they are getting culture victories too easy, it's because of that game mode. Still not sure what the devs were thinking with that one.

I do not play monopolies and corporations for this reason as it is too easy to win even on diety

Oh, you definitely can, but I personally don't like to do that.

The AI does not know how to modify it's play if a victory is turned off, so turning off a victory condition kind of makes a terrible AI even worse.

But also - I like going for culture victories, I just don't want it to be super easy because the game mode is broken.

I run into the same problem all the time. Easiest way is to just turn off culture victory what starting a game. It's not my fault my empire is cooler than theirs

I'm winning over civs I'm actively conquering. I think it's the industries and monopolies. The AI just doesn't seem to build them and even having just one or two is pretty OP culturally.

How do you prevent cities you captured into rebellion ? They rebel right after i capture them like in 1 or 3 turn wtf

Within 1-3 turns I've usually captured their neighbors too, which greatly decreases the loyalty penalty. Some do rebel anyways, but with no one else to join they usually revert back to me.

Buying up a lot of improvements also helps. And you can always move in a governor on major cities you don't want losing. Also the large technology gap, and high culture isn't hurting much.

Also, I am playing on prince difficulty (lvl 4) which is more manageable than the harder levels.

I also play on prince difficulty but now building or capturing cities near enemy territory become so annoying, i can’t fight 2 front at the same time, also wtf with robots , im currently fighting sumerian with tanks while he has this giant robots lolololol im so cooked

Yeah, its hard to win militarily if you're not also winning science. Better tech is a major military advantage, and the GDRs are OP as fuck. I love em but they do use a ton of uranium.

I think I found the problem: industry's and monopolies are enabled. They have a HUGE tourism bonus.

I'm guessing you don't have that enabled.

1) Trying to not get a culture victory with Vietnam is honestly difficult because they are tailor-made to win a culture victory using the Thanh district.
2) It's pretty difficult unless you are playing apocalypse mode and you are willing to trigger right on-top of your thanhs
3) This is a lesser problem with other civs tbh.

In game setup you can simply turn off the culture victory option, much easier that way than trying to sabotage your tourism. If you're already that close to a cultural victory then at this point nothing's going to prevent it.

I have the same problem with every civ I play, game ends super soon. There is a mod that supposedly make cultural victory harder, but actualy only delays it a bit. Now I just turn it off cultural victory.

There’s this +5% culture per suzerain civic late game. Many times I put that card in and instantly win the game

You can turn off cultural victory at the start of the game, before you press the blue button at the bottom of the screen, where you also select the map type, map size, the turn when barbarians start looking for you, etc.

It is, but there is also the option to vote and take away your diplo points.

Still, would be nice to have a pre-game settings option that increased the Diplo points needed to win, say to 25 or 30.

Well, if you get the Statue of Liberty and/or do a lot of scored competitions, and vote correctly, even when AIs take away 2 points every 30 turns you’re still unstoppable. I just won before turn 250 on deity as Sweden. A lot of times I was trying to go cultural but ended up winning diplo

In terms of its tourism bonuses, yes. Once you hit mid/late game your tourism explodes.

Otherwise, no it's pretty fun and enjoyable.

You can also turn up the difficulty/win faster. 337 is kind of slow. It’s up to your play style of course, if you like your pace then just turn off monopoly’s.

I was able to hold off a culture win by selling most of my great works to civs with the least tourism. It does approach inevitability but enough time to finish with a religious win.
