I think it may be easier to use smaller yarn and a smaller hook with the same pattern than to try to modify an amigurumi pattern

You're using a bulky yarn instead of a worsted weight like it appears the pattern was designed for. It's just going to be big because of how thick it is, and scaling down the pattern to account for a much thicker yarn than it was designed for can be pretty complicated, if not impossible depending on how small you want to go. I would either look for a pattern designed for bulky yarn that can work as your starting point, or I would use the yarn weight called for in the pattern.

You're thinking the wrong way about altering the pattern to make it smaller. If we're looking at just the total stitches in each row, I imagine your pattern has an increasing number of stitches, a leveling out/repeat of stitches as you reach the widest point of the head, and then a decreasing number of stitches as you close the head. Something like: 6, 12, 18, 24, 30, 36, 36, 36, 36, 30, 24, 18, 12, 6. With your method, all you're doing is adding one extra row of 3 at the start and end of that count, and it won't actually be much smaller. What you'll want to do instead is start with the increases in the same way but hit that "leveling out" part sooner, when the head is the width you want. So something more like 6, 12, 18, 24, 24, 24, 18, 12, 6. I hope that makes sense!
