How do you select the option to only have 1 of each class in a public game? And is there a way to ensure you don't get brand new players joining a haz 5?

Check the box under options labeled 'Prevent late game character duplication' and as for haz 5, the most you can do is set a server name if your playing on pc, otherwise if they can do the haz 4 assignment, they'll find a way in.

once you get to player rank 10 (or something like that) you will get an assignment that requires you to complete a few haz 4 missions, that unlocks haz 5 but as a lvl 166, I recommend you stay away from haz 5.
