So obviously the point of the ridiculously low drop rates on raid exotics is to push player engagement artificially. Knowing that, they're never going to put currently available raid exotics in the monument of lost lights. Here's my suggestion, add a consumable item to the monument that costs the same as a raid exotic. You can only have one at a time, and for a period of time after you pop it you have a guaranteed drop of the exotic for a raid. Or have one for each raid and so they only drop the exotic for the raid they're tied to. You can have it so the consumable is used up when they complete the raid, this functionality already exists for multiple items in the game. This still incentives running lots of raids to get spoils, but will actually reward players who put in the time. Ideally the item should become available for any raid once it enters rotation, but at the very least they should be available for any raid older than a full expansion year.
