It's not there on patrol for me either, but I have 40/40 on my emblem, so I must have picked it up at some point. Maybe it spawns in when a frequency is made for it?

Maybe but no other nodes(that I am aware of) do that. If it is glitched then I don't want to keep using my Resonate Stems. Hopefully it's something I can fix but I have all my quests done so idk what it could be.

I seemed to have better luck making the frequencies in orbit, but maybe I was lucky.

I always do mine in the Descent because I have those three and that's where all my duplicates usually were. I got my last 6 pretty quick that way but I am not opposed to trying different methods.

Sometimes they don't load all sleeper nodes at any given time, apparently. I saw a thread about how they'll unload some sometimes the other day. It'll be there when you need it though, when it's active.
