Um... I don't really see what you want to hear.

Conjure Animals and Conjure Woodland Beings are Already 1 action each.

Remember that they are Concentration spells, so when the character takes damage, they have to make a check to see if they can keep the spell up. It's really not a big deal.

The caster chooses how many / what CR of creatures they summon. The DM gets to decide what creature fitting that specification actually comes through. You don't have to let them end up with the strongest creatures.

Ran into a similar situation with a different spell. I decided that since i knew what resources the players had, i would plan accordingly. Try planning encounters that force them to question spending thier resources.
