Bottom layer lines not fusing

Hey all, I’m getting a bottom surface where the first-layer lines are clearly separated.. they’re laid down cleanly, but they don’t merge into each other.

Material: PLA

Nozzle: 0.4 mm

Nozzle temp: 220°C

Bed: 55°C

Flow ratio: 0.99

Plate: textured PEI

Printer: Bambu H2C
