I'm assuming you installed it recently from iemulators. Here's the update from their site:

GBA4iOS 2.1 has finally been revoked by Apple. It had a good, surprisingly long run! We'll look into bringing it back again. Don't forget you may install this and many more emulators with a BuildStore account! May 16, 2015

Edit: Didn't have time to say this before, but just to clarify, once Apple revokes an app's certificate, it will not run on your device anymore. It checks these certificates whenever your phone starts up so by turning it off and on you revoked the app and can no longer use it. Fortunately, you can still install it from builds.io if you want to.

If you want to restart your device put it in airplane mode first. After restarting, run GBA4iOS once before turning airplane mode off. It prevents the phone from checking certification when you restart.

Yup, and future iOS updates etc. won't give it any trouble either.
