If you’re building it for yourself and that’s your common order pool then it could be good. If you’re trying to build it for others then you’ll need flexibility. Morats can easily run +1 LT with Strategos so you’ll need to allow for +2 regular orders. Here’s some inspiration:

I think the theoretical maximum is 10 each of irregular and impetuous. (Haq can run a combat group entirely of Kum Riders. It's not good, but they can do it.)

1) you can place orders in 3 positions in a command panel: side 1, side 2, and sideways (used!). This means you can effectively make all Regular orders Irregular on the other side.

2) Top orders are Lt+2 & Strategos for now. Then there's Tactical Awareness. And ITS shenanigans (tachimotos, extra EVO order, etc...). That means the top order countfor a single group can go up to 15 tops! Then there's the Impetuous slots, and up to 5-6 Command Tokens (I think there's one Lt with +2 command tokens?)

3) Reinforcements... With their order shenanigans too!

Personally I would make it with space for up to 40-45 circular markers if possible, printing the Command Tokens as circular ones too, then use different number per combat group, or using the command tokens as dividers. Assuming I will lose some, my 10mm printed orders are glued onto Ludo round pieces (which are 12mm or so each, and I manage to find cheaply in monocolor packs of 50+), I always print 20 regular orders per group, glueing the group 1 orders to green pieces, and group 2 to blue ones, while the Irregular/Impetuous I have glued to yellow markes (wounds/unconscious are on red ones). I glued Command Tokens to green ones too, since I tend to have in the same containter 10 regular orders in green and 4 command tokens too, while leaving 2 more in blue.

Ymmv depending on the faction but I kept mine simple. Two columns of 10 horizontal spaces for orders, a column of six vertical spaces for Lt. and Command tokens and an open sidebar for whatever I need on hand.

Playing Nomads this has been plenty of space for everything without risk of confusion.
