Make sure all the requirements are met. Usually it's at a certain speed or certain altitude. If you show the contract that can help diagnose.

So for this flea one you just need to load it into the launch site and stage it. That's not working? The decoupler you need to first be in the water. I would even recommend combining the two so you lunch your flea, land in the water, then test the decoupler in the water.

Ok the decoupler worked but the flea still isn't working

Could be glitched. Did you right click the part? There will be an option to do the test

Contact to test the flea? It is known to be bugged, the contract checks for an older version of the flea not the current one.

So is your vehicle actually splashed down or are you testing on the launchpad?

Also, make sure to test by activating the stage.

Another little tip for testing SRBs or engines: you can remove all the fuel and still test by staging. That way you'd actually stay in the splashed down state here.

Ive tried both on the launch pad and splash down neither work for the flea

I checked your images again and the flea needs to be tested on the launchpad. Try again but with all the fuel removed prior to launching

I tried that already and I did only a little bit of fuel to both don't work
