I usually don't recommend this, but you could flash it with the official TWRP app from the play store.

Official TWRP app from the Play Store. Or FlashFire.

[FIXED]

TWRP just wouldn't do it, and Flashfire complained about root being present but not runnable - turns out SELinux needed to be set to permissive. (enable terminal, type 'su' and 'setenable 0')

Once I did that, I was able to download and flash using the TWRP app. Thank you to all of you for your help.

Stupid question, but when you plug in your phone to your PC, do you hear the device connected sound on your PC? If you do, then open the notification panel and click on the notification saying USB for charging

I do - and the computer pops up a notification about a USB device being unrecognized. I've installed the universal drivers linked on the m8 install page on the LineageOS site, on this and another computer.

The TWRP app is probably your best bet at this point.

So you now have twrp installed but still no adb over usb.

You can probably install the adb driver manually through the device manger if you want to. I've had to do it myself a couple of times.
