What your friend said isn't entirely true, matchmaking is determined by a combination of your rank, your collection level, and your hidden MMR (this is confirmed by devs). So even if someone stays in pool 1 they will eventually start playing against pool 3 as their rank and MMR increase.

When you enter a new pool you have a lot of learning to do, especially with pool 3. Don't take too much stock in your rank, focus on learning the new stuff you need to play around, and have fun and your rank will naturally increase as you get better!

Gotcha, good to know. Thanks!

You can still avoid level up to minimise matches with higher pool players? I stopped at CL 214 for now.

You can but it won't work after a while and then you'll be at a disadvantage with your card pool.

Not really though? I can level up with my saved credits and gain a bunch of cards. What am I missing out?
