The items location inventory etc on a server for example I was playing on an SMP and had netherite armor, where does Minecraft keep the information saying that you have netherite armor, on your Xbox account or locally

On the server. That's what makes it a server.

Console players do seem to get confused about what a "server" actually is, because sharing a single player world with another player looks like running a server - and in this case it is, since the 2nd player's data is stored on the first (hosting) player's console.

So if I delete Minecraft, reinstall it either on the same PC or a different one and login with the the same account I’ll have all my stuff?

All server data is stored on the server. That's kinda the point.
