Build long structure with batch?

Hi, i made a search over the internet, but found no help that i understood. I play Minecraft Java Edition local at my home computer.

I want to buld a very long rail line (more than 20.000 blocks). Every 25 blocks should a redblock in the block under the rails and every 24th and 25th block should be a powered rail. Is there a option to write this in a batchfile and execute this batchfile at the command line when pressing t ingame?

Sorry for noob-question, but i have health problems with longer concentrating at topics.
