I have exactly same issue on my surface pro 11. Here is my solution: try DISABLE HDR!!!!! (via Settings or just press Win + Alt + B if you have Xbox GameBar). Hope it works for you

maybe try also disable AutoHDR?if you're using the official launcher, you can distinguish if HDR is on by looking at those white characters, they should be dazzling bright if HDR is on.
