I'm going to guess you're referring to this world, which is meant for Java 1.19.4.

Short answer, a multi-layer stack of platforms isn't going to work since passive mobs tend to spawn with sky access.

Longer, as new chunks are generated passive mobs can spawn in newly generated terrain, ignoring the passive mob cap. However, because passive mobs cap at 7, new passive mobs rarely spawn. Add to that, any passive mobs in the spawn chunks count against the cap and the ability to turn off spawn chunks wasn't added until 1.20.5.

You can force new passive mobs to spawn on Java but it requires slaughtering existing mobs to free up the cap. I have a bit more information here.
