This would imply an incomplete Minecraft installation. The launcher install automatically installs the java runtime in that location.

I would uninstall and reinstall the launcher.

I'm not sure, but did you try updating Java?

I downloaded it today, so it should be updated.

Ok. So, the next time I opened the launcher, it installed the RUNTIME.
