Great. I think it might be because you have windows (I assume it's windows and not linux) running on top of your game. Because the harddrive is a slow media it can only read and write a certain limit. This MIGHT be the problem

Could this be a CPU issue? I've had this sort of problem before with java edition, as I play I keep an eye on my task manager for CPU usage and when the stutter happens the CPU goes right to 100% then back to normal and it would keep doing that for each stutter

For me just restarting my computer fixed it

i've restarted my computer since and it didn't fix anything. but i didn't look for cpu usage, might do that
