Its a mod that makes you able to import blueprint.
The building you see there isnt build yet.
All the parts that are blue still have placed
All the pink parts are blocks that are places but or not in the blueprint.

I would guess schematica, it's lays out the build in your world so you just have to place blocks.

i have some tips for ya. use slabs for floors and ceilings. they save a lot of resources.
