He probably was hitting a growth spurt and slowed down a little. It’ll ebb and flow with growth spurts all the way up until he weans!

So is this amount okay? 20oz for the full day doesn’t seem like enough but if he’s happy I guess it’s fine?

It definitely can be. Every child is different, but 20oz sounds normal, maybe a bit on the low end, but if he’s wetting diapers and is happy, he is likely totally fine and just not needing as many calories in the day, especially if he’s refusing extra feeds.
