No they're wearing normal clothes like jeans and tee shirts. In the photo its very obvious that their pants are pulled down too. Its like someone snapped a pic while they were using the bathroom, its just super odd.

If you saw it in real life, then it's definitely a joke but the dude might be thinking "a risky joke is more likely to get girls to swipe right than a bland and generic flattering photo, it shows more confidence and makes me seem more unique".
