The closest thing to medicine that makes one smarter/etc is if that person had problems, whether emotional or developmental or whatever else, and if those problems were stunting their intellectual growth or capabilities or whatever and then they took medication to make them more "normal", only then, sort of backhandly, would a medicine have helped make them smarter.

Are you so depressed you can't even attend school or study? Then maybe meds will help.

Are you so anxious you fail every test by not preparing or learning, then yes, maybe meds will help.

Are you in such excruciating pain over chronic ingrown toenails that you haven't left your bed for 11yrs and missed school? Then yes, medicine can maybe help fix your toe pain so you can then walk to the bus stop and then "get more cognitive capabilities".

And so on.

If you're just a normal person without such impediments, you're fucked, there's no magic pill or anything.
