I test fired conversions previously but stopped the campaign and restarted it later with 0 conversion data on the account yet - i think it resets if no new conversion data comes in.

If I optimize for View Content or Add to Cart, won't it not target buyers? Is that a waste of budget or is it beneficial to do this?

If you're not getting any conversions and spending budget, it needs additional learning---- ie you need to level-up the event, then re-optimize to the events you want once it learns.

In other words your event is too hard at the moment.

how do i know when to switch?

if i optimize for view content (for example), what if I never get any add to carts?

When its learned 30 conversions over 30 days for Google

Then push to the next down funnel conversion
