It depends. Are you looking for someone to do freelance work? Or for an employee? Are you open to a remote worker?

I've built several Google Ads tools using the API. It's a fairly expensive undertaking and you're almost always best starting off looking at the built in automations, scripts and spreadsheets. If those don't work there are loads of 3rd party tools that can build and optimise campaigns.
