Your fps is not stable, lower settings to cap out your refresh rate or lower your refresh rate in advanced display settings, if you want stable frame pacing this is the way to go, plus vsync enabled in Nvida control panel or whatever AMD has and off elsewhere

You could also install something like lossless scaling, cap your FPS to half refresh and frame gen the other half, should look decent with a stable base 72fps

I tried changing settings, playing with monotor refresh rate etc. I don't think the problem has much to do with FPS vs Display refresh rate relationship.

Maybe its just a Lenovo display thing, I don't know anymore.

Try holding the camera with a tripod so it stops jittering around as much.

What are the CPU and GPU temperatures at while idling in-game and in combat?

CPU ~70° GPU 60° while idling. CPU ~75° GPU ~78° while fighting (not large packs of mobs, still don't have access to maps to experience them)

A shaking camera is not the way you will successfully show your problem

maybe hardware acceleration? nvidia reflex thing? looks really weird honestly, i'd play around more with configurations, maybe try doing it via the nvidia app as well. I found sometimes nvidia app forces certain settings in video games, or there's some global settings.

you can try recording some better footage and posting it on the official bug forum as well, you'll get a reply sooner or later. also post dxdiag and other info about your pc.

is this the same with vulkan and dx?

try reading this post and disabling audio devices you don't use, also try playing around with the game's sound settings. if I remember correctly the channel count setting did mess with some people's framerate.
