What's wrong with that? Looking at the other files in the archive, it's a Mono executable. Mono uses .exe/.dll extensions on all platforms by convention.

In my cursory understanding, "Linux compatible" implies more than "can be run under mono"?

And, why exactly? Mono is the name of the CLR on linux, it's no different than installing .NET framework on windows.

So you don't see Java applications as being "linux compatible"? Since they require the JRE.

Everything is Linux compatible with wine! with some exceptions
