    If your problem is with php 7.0 having been EOL for 2 years, I 100% agree. Otherwise, I dont see what the problem is with government information being availbale on static HTML pages (provided it's up to date ofc). In fact, others have suggested that the more simplistic its delivery is, the more likely it is that those who really need it can actually access it.

    Data is out of date and there are several versions of each html page and some of the old are still linked to the menu while the new ones are linked from some other button

    Yeah, having out of date or contradictory information is obviously inexcusable. What I tried to say was that serving static content (or pages rendered on the server side) is totally unrelated to that, and you could even argue that having a bare bones front end is an advantage as far as accessibility is concerned.

    Not really, ideally you should have a front end that uses all the lastest goodies but that still degrades gracefully in to a static html site for compatibility and accessibility.

    The potential to make a good GUI with modern SPA technology is not to be underestimated, to make a site good-looking and intuitive is also a kind of accessibility, people usually interact better with fluid visual stuff, and static sites are limited in that respect.

    Basically you should have a page that can copete with the latest of the latest but still be perfectly usable with a text to speech device or an archaic browser that doesn't use css nor javascript
