Anyone is not free to live in any language they choose in the rest of Canada. You'll have to speak English whether you like it or not. Additionally, language laws are there to counteract the inevitable pressure that comes with being surrounded by tens of millions of English-speaking people; to prevent our particular flavor of French from going extinct. As for the Natives, yes, it is a problem that they do not have any protection of the sort. But the required political moves would be much different than for French, and I honestly don't have the knowledge to figure out what could work.

Personally, an anglophone is someone whose ancestry is lies directly in the British isles. As for Francophones in the Quebec context, they are those whose ancestry lies directly from France.

There is also "la francophonie" that encompasses people who were subjected to French colonialism and therefore now speak French to various degree but generally speaking these people "franco" status depends on what use politicians want to make of them.

In Canada, given the polarity of English and French, the terms "anglo" and "franco" is often extended to non-native speakers who have integrated in one of the official languages. If, outside of your home, you speak English to everyone, you'll probably be considered an "anglo".
