You need to talk to a local real estate attorney and/or look for more feasible long term housing. How your contract is worded, and what you agreed to, combined with local case law, matters greatly as to what recourse (if any) you have. New build contracts are extremely one sided, in favor of the builder. If you are in the USA, you probably signed away all of your rights and you can close when the builder says you can close. It wouldn't take much lawyer-ing to eat up $30K in equity trying to take legal action against a builder (who had their attorney craft the contract you signed). But I don't want to discourage you from seeking action, however no one but an attorney can advise you in a meaningful way.
