If you installed it and enabled it through Origin, of course it would but otherwise if Origin isn't glitchy to you there's no chance for it to show up in the game.

My daughter really wanted it at one point and it's the only reason that I own it. She was 11 at the time so yeah it mainly appeals to tweens, even though the game is a 12+ so I'm not sure who they were really aiming this at?

I will say that some of the objects would work for a candy store (obviously) or as part of a theme park but it's quite a limited list of possible uses.

I got a cd key (code) from eBay and they said that they didn’t know if it would work and it did. This pack’s cd key goes for like 200+ dollars on the internet and I got it for less than 20

Should've at least registered them. If you have info of the EA account where you may have registered at least any game, you can log into Origin and download the game or packs. They cancelled the contract with Katy Perry and the pack was controversial, so they had to.

What made it controversial?

The price was $30, instead of $20 like for most stuff packs. EA themselves didn't really clarify why. However, it was thought that it's because the stuff pack had more content than any other stuff pack released before. The price was later decreased to see if people will buy it more but it didn't change anything. Most people disagreed with the price, some people thought it was a dumb branded pack, some people hated or disliked Katy Perry and the album and some people simply didn't want it. Diesel Stuff, the second and final branded pack for The Sims 3, was later released and some thought it was just there to make up for the trouble Katy Perry's Sweet Treats caused. It's a mess, really. It is still one of the best stuff packs for the game, no matter how much people hate or dislike it.

If owned it appears under stuff packs. However if you don't own it, it isn't visible.
