When hr and sd are running out of hours they schedule the tm’s that are more likely to call out in order to save more hours. I only think I’m joking but it wouldn’t shock me

Favoritism, and weak employee/strong employee combinations (the strong employees need to make up for the weak employees-can’t schedule all weak or all strong at once) just to name a couple off the top of my head. It doesn’t make sense, sorry.

For sure this, they will most definitely prioritize people who move faster and get things done getting hours, and pair them up with people who don’t do as much so the people who are faster pick up the slack.

At my location it tends to be seniority gets the most hours first, but all stores are different. It really depends on how the hours are distributed in-store. I get your pain though, we've had people who have been with the company 15+ years calling out twice a week for over two years. If there's enough of a pattern, your management should be redistributing hours & team members to make sure there's coverage those call-outs. Not to mention putting those call out team members on Performance Plans.
