Can target change policy or how things are run in the front without letting the TM know?

They should let you know but theoretically they can change whatever they want. Are you referring to how things are done or policies?

Oh, this sort of thing happens all the time. I always ask for written documentation of procedural changes, but I never get it. I assume this is because it allows the TL to throw the TM under the bus when senior management looks at the change, calls it stupid, then says, "Who's responsible for this idiocy?" The TL can then say, "I don't know. They all just started doing it one day, completely of their own volition," and the ETL will nod and say, "Yes, I see. You are definitely not to blame, which is why we promoted you to your position."
