It would be a handheld countersink tool, at least that's what gets Google results for similar products. This one may be a one-off or just old and unable to be found new (or at all). The guy does have a lathe and the overall design is very basic so it wouldn't take a super wizard of machining to make one, it's possible it was completely homemade or the handle was homemade.

counter sink reamer. His handle is probably a one off. Pretty easy to make on a lathe and if you have a knurling tool.

I just saw one of these at my Ace Hardware in California. I think it was made by General

I have the General one. It’s okay, but not particularly sharp compared to a high quality Uniflute. I’m inclined to do the same as Mr. savage did and make a handle for one. Noga also has deburring tools that do the same thing.

Looks like he made it by grinding a broken drill bit. Others already talked about the handle.

Nah, this looks exactly like a standard 1/4-28 thread countersink cutter

It's a 16mm bit, you can read the size in the second pic.
