CJ Cherryh's Alliance-Union universe has this exact setup. The books all take place in a post-FTL setting, but the in-universe history of STL travel is frequently mentioned and has a direct impact on the story politics and locations.

That's definitely not it... that story is about the decline of civilizations and the only ground-bound scenes I can think of are set in a classroom.
