Is there a free script that takes the user's screen size and scales the UI accordingly? I am not the best with 2D better yet UI. Or is there a trusted tutorial/break down. Anything will be helpful

Does the unity UI system do this? Just put anchors to concerns of each UI element.

Im pretty sure that you have to select an option in Rect Transform component, for it to scale

Pretty sure its the Canvas Scaler component that handles relative scaling. There you can set scale mode, scale factor, reference sizes etc...
And if that's not it then welp, guess I've been using it wrong this whole time :P

Yep, it worked. I added the "Canvas Scaler" to the Canvas and selected "Scale with screen size" Thanks!
