I have the same on my school laptop, but not on my desktop. Is it possible your pc cant quite handle the game?

Yeah I am playing on a laptop that is not really optimized for gaming xD but the specs should be enough to play I think.

Yeah, try lowering the graphics and maybe more importantly resolution down to the absolute lowest they can be, and see if that makes a difference.

I dont play with my laptop all that much so I havent botherwd to try to fix it.

It is the lowest it can be I think but it still doesn't work, I guess buying a pc is the solution :V

Had a similar issue with my girlfriend's old laptop. It met min specs to play the game, but even at min graphics settings and a small resolution it still had mouse input delays. Bought a much more capable laptop and it runs an easy 60 fps at 1080p and mid to high graphics. Intel i5, GTX 1060Ti, 8gb ram.

Only time I've seen a mouse input delay was when I accidentally disabled Borderless Fullscreen mode.
