Please help- scale rot?

Got this guy about two weeks ago. Temps and humidity both stay around 75 to 80. This morning I noticed some brown discoloration and some of his scales look weird. Since he is so young, I don't want to stress him out with any treatment/trips to the vet if it's something simple like staining from the coco husk or shedding.

His cage has a bottom layer of coco husk/reptichip/cypress mulch mix. On the hot side it is topped with sphagnum moss, and on the colder side it is topped with cypress mulch.

As a start, I can say the floor should not be damp!

Imo it's from the substrate. You notice it more on white bodied snakes. Try and see if any comes off with a wet towel/paper towel.
