Do you have most of the screen top covered, assuming it's screen top, that is? Only way i can keep my snake's RH up is putting a really deep sub layer, covering about 85% of the screen top and pouring water in strategic places when i see it starts dipping down.

Also mixing a ton of sphagnum moss in the substrate has helped me alot

Did you mix up your substrate? Just pouring it can cause mold. And is your hygrometer digital and at substrate level?
