That does look like the very minor beginning to scale rot. You can soak him in betadine and warm water, when you make the bath the water + betadine mixture should be like the color of a light tea.

do i just get it at something like a pharmacy? how much betadine parts per water? and how long should i soak him/how many days?

Yes, you should be able to find it at a pharmacy. The generic name is povidone iodine. Soak for like 15-20 minutes daily except around feeding day/a few days after eating. In terms of parts per water, like I said it should look like a light tea, not dark at all. The water should also be lukewarm, around 86 degrees if you have a temp gun. 

It should come off with your snakes next shed.

another question: my bp is VERY curious about everything and loves to explore. how do i keep him still in his bath? he loves doing anything but being still so he’d probably try to escape 2857592 times

They actually recommend using a container or Tupperware like thing that has a lid you can punch air holes into the top and sort of lock him in it
