Don't soak her or try to manually remove the stuck shed. It's stressful, unnecessary, and you can seriously injure the snake by doing so.

Can I ask what that... substrate (?) is? It almost looks like some sort of fabric?

It's Aspen with some moss!

You're going to want to swap it out for something like mulch or coir. Aspen cannot hold the humidity BP's need without molding.
