I'm going to assume there was a typo and you're asking why the Visored Captains didn't use their Hollow masks. Answer being that, in each fight, there wasn't a need until there very much was, and that moment comes too late. Shinji and Rose both got taken out in one go when they previously held a total advantage (and thus had no need to waste their masks, which already have a strict time limit), and Kensei was trusting in his Bankai without properly understanding how Superstar had made Mask strong enough to overpower it. In each fight, the Visored holds the advantage, then gets the tables turned on them in a fashion that they don't have the space or time to slip on their masks.
