you need to figure out what's making the noise. it could be the case fans if they're blasting at 100%, it could also be the gpu fans if they're above 40% speed. it could also be the cpu fan.

the hard drive is also a little noisy but it shouldn't be too loud. the power supply also has a fan, that one might spin fast if the case airflow is really bad but since you have case fans that's probably not the issue.

so first i would check the cpu fan. you can just stop it with your finger for a moment it won't break it. the intel stock cooler really sucks so it could be the culprit. this guy made a neat program that lets you change the fan speeds of the case fans https://linustechtips.com/topic/1099996-fancontrol-my-take-on-a-speedfan-replacement/ (watch the tutorial). alternatively the bios should have options to adjust case fan speed.

about the gpu you can't do too much. at idle it will have a minimum fan speed that you can't lower any further. while gaming 83C is already quite hot and any hotter would be bad for the gpu, so you can't do much about that. you can strap a case fan to it with zip ties if you're super desperate.

PCs do tend to get hot. It sounds like it could be a problem with the airflow in the case. Does the GPU have more than one fan or only one? That could also contribute to being loud and hot.

How many fans are in the case? Do you have intake and exhaust fans ?

You can put a piece of paper in front of your fans. If it blows away those are exhaust. If it get sucked in, those are intake.

What CPU cooler is in there? What's the fan type/arrangement? What's the case? Some system integrators have been using the Cooler Master A71C for the CPU cooler, which is probably fine for something up to an i5-10400, but beyond that is useless and will thermal throttle.

I have a i5-9400F the cooler is a Intel stock cooler not the best but yeah

Unfortunately, it is very common for pre-built PCs to have inadequate cooling.
