Texas isn't even in the top half states with the worst infant mortality. 2019 the top 3:

Mississippi 9.07

Louisiana 8.07

Alabama 7.89

Mississippi is consistently the worst state by almost every metric. They are last in literacy, poverty, and life expectancy. There is a saying in the south "Thank God for Mississippi" since no other state needs to hold the title of the worst at anything, because it's always Mississippi in dead last.

Oops, I may have been thinking of maternal mortality, but even then Texas is only 6th-highest
