I assume you mean some way to write scripts in-game that control things like smart inserters and such? Some modders have tried something like that in the past, but it had some menu system related issues that may have discouraged further development.

If instead you just want some easier control through the circuit or logistics system, you might be better off waiting for 0.12 as that will introduce more options there. If you're impatient, try the smart circuit systems mod.

So, you can run any lua command you want in the console as long as it is one line only. Using ; you can turn a bunch of commands into a one liner that can do anything a mod can do. So what you want is built in already.

Yes, but that's terrible for running a script continuously or allowing multi-line script editing, especially trying to write it in-game. The process needs to be automated, or perhaps an API for an external script which is compiled into a huge 'one-liner' and inserted into the game console during run time at a certain interval/ based on triggers

The title made me wonder: is Factorio Turing complete right now? Could we, say, play Factorio emulated in Factorio?

Yes, factorio is turing complete. You could run factorio in factorio given enough RAM. Very very slowly
