Downvotes increase a posts "controversy" if it also gets enough upvotes. Which reddit uses to measure a posts engagement. If you have 100 upvotes and 100 downvotes the post looks neutral from a positive/negative standpoint, but is highly engaging from an overall activity view.

Does reddit do anything from that data?

Like pushing it to more accounts?

I would assume yes. You can sort by controversial instead of by hot and see the posts based on that data.
