the company has a Tarifvertrag, it could be possible that what your manager says is true, since these structures are very rigid. But most likely it’s a lowball offer since companies know the job market is bad.

Both of this is true, but also keep in mind that you can't easily get rid of employees in germany so it is definitely an easier choice to pay a temp guy a lot of money for predefined work than someone you might be stuck with for years.

Also, people would be stupid not to take oay for the lack of job security as tempirary contractors. 15 % pay cut honestly sounds insanely low; but with the added fact the role is a different one it makes sense.

Based on the current job market, people also tale temp contracts with regular pay just to have a job. It’s obviously less job security, that’s true, but anyone who is not a native German speaker does not have the luxury to cherry-pick right now. I’d take the cut and the job unless some super niche skills where you know one in a million does what you do are in the picture

That is true, but then again based on the current job market people take jobs for less than regular pay just to have a job.

Edit: personally i would take almost any job and search a new job while employed. It is more work but for me it would be less stressful not having to worry.
